if i open system restore through " all programs " , accessories , system
tools , system restore and click on system restore settings to change them i
get this:
" symantec script blocking has prevented a script action that could be
harmful to you. application : rstrui.exe
source file : keeps changing
object :windows script host shell object
method : run
i have turned off/on system restore through control panel , system but still
get this error through system tools , system restore. it will not let me
access to settings through here although i can get to settings through
control panel.

What happens if you disable antivirus and retry?
Otherwise you have to uninstall that application because that is
preventing System Restore.

Further ref:-

How to reinstall System Restore.
http://bertk.mvps.org/html/tips.html#ReinstallSR

but it will delete all ealier restore points.

Its symatec antivirus blocking it. Try and run system restore again and you
should be given an option to allow the action once or everytime. You can
allow it as it is a known program.
