System Restore - error 1359

When I try to start the system restore service I get the
following error.

Could not start the System Restore service on local
computer

error 1359: Internal error occurred

I was instructed to try to reinstall system restore by
clicking on sr.ini and did that, but still get the
error. Any other suggestions?
