System Restore- cannot create points

Using XP Prof and in my System Properties>System Restore - it says its
monitoring and yet when I go to start>accessories>system tools>system Restore
- this message will appears
"System Restore is not able to protect your pc. Please restart your pc and
then run System Restore again " with an "ok" button. When I click ok and
restart the pc. the same thing happen again.
What must I do so that I can create restore points. Thanks for your advice

Tried all the various methods, still it does not work, not even in Safe mode.
