system restart ( XP )

Computer 2 days old....trying to install my ISP software
but get this message: "Warning" setup has detected that a
previous application did not successfuly complete a
required system restart....
Before installing this application you must first complete
this system restart.
Don't know what to do??
Have all the software.....
