application did not successfully complete a required system restar

"a previous installation has pending work requiring a reboot. you need to
restart your computer to complete that installation before running internet
explorer setup."

"setup has detected that a previous application did not successfully
complete a required system restart."

I get the above types of messages whenever I try to install anything. I've
restarted my computer 100 times and nothing changes. Where is the info kept
that an application wants to do something, when there is no application that
wants to do anything. I need to remove the flag that is telling the system
that there is something that wants to do something. Where can I find this?

This is usually contained in a tempporary file that the installation program
creates. Delete all of the Temp files in the C:\Windows\Temp folder and the
C:\Documents and Settings\<user name>\Temp folder. (Where <user name> is
your logon name)

Thanks, but that didn't work. So I did a system restore going back two days
(before it started showing up) and it is gone now.
