I was trying to re-install Windows XP Home Edition. I booted in safe mode,
after the CD ran the setup I cannot get out of safe mode. I get error
"windows XP setup cannot run under safemode. setup will restart now". it
restarts after hitting OK. The setup is also still not completed because I
cannot get out of the safemode and this error message.

How'd one manage that...Try installing xp cd,boot to xp cd (set the BIOS for
this if needed,1st boot device or similiar),at xp cd boot menu
select,install xp,
new copy, or repair this copy,if new, delete partition, create one, then xp
formats
& installs auto....

You are installing the operating system incorrectly. You can't do a
clean-install from within Windows; that would be like trying to saw off
a tree limb while you are sitting on it. Here are instructions for a
clean install:

What you will need on-hand

Make sure you have backed up all your data first because after the clean
install it will all be gone.
