Your post does not make sense, for several reasons:
1. if you removed the recovery partition you would not be able to "unhide the partition again";
2. the "safe to remove" icon in the system tray refers to a removable hardware device, like a USB drive or a digital camera, not to your recovery partition; and,
3. removing the recovery partition does not affect your existing Windows installation, so removing the recovery partition does not affect Outlook Express, system restore or the programs that start with your computer.
Recovery partitions are created by the individual computer manufacturers, so if you have a question about your recovery partition, please contact your computer manufacturer.
Ask questions about Outlook Express in the Outlook Express newsgroup:
