system not fully installed

I am trying to restart my computer and I get the message "The system is not
fully installed. Please run set up again."

I cannot open in safe mode.

What can I do. I have now XP discs as it came pre-installed

I have had one experience of this.
The computer is/was a Packard Bell.

Are you using the same hard disk that was supplied with the computer or have
you changed it. The Packard bell hard disk was tattooed to the machine and
would not run with another disk. It gave the same errors as you are receiving.
Just a thought!

After finding someone with a XP disk I was able to reset the BIOS settings to
read the CD Rom first. It reloaded just fine after going through the process.
