System loops on boot

Hello
I am working on a system that continues to reboot before any splash screens.
After the system finds all the devises it just reboots again. Went into BIOS
and disabled stop on errors ect and anything else i could see that may have
an impact. Does anyone have any idea as to the cause? The file system looks
ok, i dont get any errors or anything.

You can create a bootlog at startup by pressing f8,then restart in
safe mode,again pressing f8 and see which driver is causing
this.Should be the last one listed.Try starting in safemode first.if
it starts up,then it could be a driver,adware,virus.
Could try pulling out any addon cards, then replace one at a
time.reseat all connections.Ide,memory.
When did this start?Did you install anything,updates?
 
I am not able to get into safe mode or anything else. I will need to get more
info as to when this started. Already tried replacing and reseating addon
cards. Any other ideas? I would like to avoid a reinstall if posible.

Hello, I got the same problem and wanted to share notes... I think It has to
with a problem with a .dll called mup, it's a known virus and everytime I
delete it It just comes back... Email me at (e-mail address removed)
