System getting restarted after connecting to Internet

My Home pc had Windows XP prof with service pack1.I use
dail-up connection to connect to net, When i conect to
internet it pops up system is shutting-down due to RPC is
not started.
Even though i have started the service it is still
shutting-down.

You have the Blaster Worm.

steps)

If you need to once the shutdown begins you can click Start> Run and type in
"shutdown -a" (no quotes) This will abort the shutdown long enough to affect
repair.

Your computer is now infected with the W32.Blaster.Worm or
one of its variants. This happened because you have not
been using an internet connection firewall and have
apparently neglected to install the critical updates
available at the Windows Update website.

If your computer is constantly attempting to shutdown
or reboot, quickly go to:

Start > Run and type: CMD , and hit enter.
This opens the Command Prompt window.

Then type: shutdown -a , and hit enter.

This should halt the rebooting problem.

After a hard drive re-format, and new installs of everything, I didn't
know by default XP's built-in firewall was "off" (stupid stupid
Microsoft for not having it "on" when Windows is installed). And my
copy didn't even have service pack 1 in it.

So, I had the system shutdowns as soon after logging onto the
Internet. (I understand if the firewall was engaged I wouldn't have
had the problem). So I was told to turn the firewall on, which I did.
It worked - I did not have to enter the command line mentioned.

But I wanted to get rid of Blaster, because I still must have had it,
it was just disabled with the firewall, right? Well, after going to
Symantec, downloading and running the Blaster removal program, it told
me I didn't have blaster.

I never did find anything else either. Someone mentioned I could have
had an "attempt", without necessarily catching the worm. I have to
believe them.
