System Event Notification service hangs

On our Windows 2000 Server, we get the following three
errors over and over:

1. Event ID: 7022, The System Event Notification service
hung on starting
2. Event ID: 7001, The BITS service depends on the System
Event Notification service which failed to start because:
After starting, the service hung in a start-pending state.
3. Event ID: 10005, DCOM got error "The dependency service
or group failed to start the service BITS with arguments"
etc..

Obviously the later 2 errors are showing up because of
Error 1. Now the dependencies for the System Event
Notification service are already running properly. The
problem is, even after rebooting, the service stays in a
Starting state.

The errors started after we tried to install SP 4 and it
didn't install fully. 5 minutes later, the errors started
to happen. So we disabled the System Event Notification
service through a registry edit, and after a reboot, we
were able to successfully install SP 4. However, after re-
enabling the service to run and another reboot, we still
get the errors.

I've looked high and dry for a fix to this but nothing so
far. Anyone got any ideas?

What link are your referring to?
microsoft.public.windows.backgroundtransfer is the name of BITS newsgroup
