system checkpoint

for some reason my winXP doesn't create a system
checkpoint. I have looked everywhere to see if this is
an option to turn off or on and can't find it. I did do
a delete of all restore points and turned it back on and
got a system checkpoint after doing that but windows
still will not create it's own checkpoint which it is
suppose to do every 10hours I believe. Any help on this
would be greatly appreciated.
