sysprep problem?

Hi
I’m working with an Image file to install WinXp to PCs in my organization.
After completing the Image file I noticed that the US-devorak is present in
addition to the keyboard-US.
I tried to remove it and it was removed, but after I run sysprep again to
create the image, the US-devorak reappear.
The sysprep.inf file configuration is as follows:

[RegionalSettings]
LanguageGroup=12,1
SystemLocale=00000409
UserLocale=0000040d
InputLocale=0409:00000409

How can I remove the US-devorak without it reappearing?

US-devorak is always going to appear as long as you specify "12" for
LanguageGroup. LanguageGroup automatically populates InputLocale,
SystemLocale, and UserLocale with the default settings for its particular
language group.
