synronising a Public Folder in outlook 2003/exchange2003

Hi...

Outlook 2003 being used with exchange 2003
Have a Public folder containing Contact Items that is being used as an
outlook address book.

Is there away of syncronising this public folder so when outlook is in
offline/cached mode this public folder is able to be viewed as an "offline"
address book.

Ive tried without success to get this working.
