Sync Center Problem - Offline Files Tab Not Available

I am running Vista Ultimate and am trying to set up the Sync Center. I have Offline Files enabled but I do not see the Offline Files tab where it should be. I have searched everywhere and have tried disabling/enabling OF, using a registry key fix to restart the CSC database, and even wishing with all my might.

Any help on this matter is much appreciated.
