Symantec Script Blocking

I cant turn off this Symantec script blocking that came
with norton anti-virus. norton is no longer on my
computer, i uninstalled it, but the script blocker wont
let me run a program. how do i turn off the script
blocker or even better get rid of it

If you are certain that the script blocker is left over
from the uninstalled NAV software, then you need to go to
the Symantec website and download the manual uninstall
software. It is likely that Norton was not completely or
properly removed. If this, in turn, does not work, then
you will have to follow their instructions on how to
remove it by hand.

Control Panel-Administrative Tools-Services
Properties of Symantec script blocker service.
Disable service.
Reboot.

OR

use the SC command-line utility to remove the service.
First, in the services applet, stop the service.
Then, open a command prompt
start-run-command
at command prompt type the following:

sc delete Sbserv
