Sychronizing Hotmail w/Outlook

Everytime I try and download my email from "Hotmail" I get this error message:


Task 'Hotmail: Folder:Inbox Synchronizing headers.' reported error (0x800CCCF0) : 'The service is currently unavailable. Try again later.The server responded 'Service Unavailable'. '

I've deleted and then added hotmail several times to the Outlook email accournts, and no cigar. I've added Hotmail Popper, which allows me to pull in mail from my Hotmail inbox, but I still can't send email via Outlook. Any suggestions on how to fix this?
