Switch from per device to per user

My users are getting problems loging into my windows 2003 servers, it seems
the problem was because they all had per device temporary licences. I have
changed my licence server to be per user and rebooted all the servers but
they still can't get on. All the devices in the list are still there with
there expiry date for the device licence.

Do I need to flush this somehow?

What else do I need to do to switch to per user?

You can't just change the licensing mode on your terminal Server, it
has to match the type of licenses that you installed on the TS
Licensing Server.
Is the LS activated?
Which type of licenses did you install, Per User or Per Device?
Can the TS locate the LS?
Have you checked the EventLog on the TS and the LS for any errors?
