It is Microsoft who has pressured the OEMs into providing "system
recovery" partitions instead of installation CDs with their new
computers.

But you are right to some extent. It is possible to configure a
"system recovery" partition so it can do a repair install, and
recovery console can also be installed on the hard drive. HP/Compaq
does it, but many others do not.
