SW not installing into user profile?

Software not installing into user profile:
1.) Installed software using local admin acct.
2.) Copied program shortcut into the "All Users" desktop
profile, logged off admin.
3.) Non-admin User logs in and double clicks the new
Shortcut, the program starts, initiates another install
for that user's profile, and then the install stops.
(Assuming a permissions issue)

How do I get the program to install properly within the
user profile w/ out having to give the user rights for
software installation?

assuming you are using gpo to deploy the application enable install with
elevated privileges.
