For consistent pagination, WordPerfect had an option to "suppress the extra
line at the top of the page" if a one of the two lines between paragraphs
carried over to the next page.

Does Word offer that feature?

Go to the very top of the page and click once.

Word doesn't offer this feature because you're not supposed to use empty
paragraphs to create blank lines (this is just one of several reasons). If
you instead use the Space Before/Space After setting in Format | Paragraph,
then Word does (by default) suppress this space at the top/bottom of a page.

Does Word offer that feature?

If you create blank space between paragraphs by hitting enter twice, no Word
will not suppress it, because you have deliberately created a paragraph
which Word respects as it does other paragraphs. An empty paragraph is
subject to the same rules. (Click ¶ on the standard toolbar to see your
empty paragraphs as ¶, Find and Replace, click More, use the Special menu
will let you replace 2 consecutive ¶s with 1, to eliminate these.)

You should use the Space After setting (via Format | Paragraph) to create
blank space between paragraphs, and then Word should suppress it when
necessary. Others may have more to add.

Since you are more familiar with Word Perfect than Word, you may find these

Thanks, Jon, however I need a bit more info. Is this "click" at the top of
the document or the individual page? My method of control now is to view
each page and use the "Keep paragraph together" feature to prevent the
irregular top page pagination.
