Sun Java download problem

When I do the Sun download on a windows Xp computer,
it says it can not proceed because of internet proxy settings.
So how do I proceed?

Open Internet Explorer, Click Tools, Internet Options then
click on the Connections tab. Finally, click the LAN settings.
Look and see if the Proxy enable check box is checked.
Some programs will assign a proxy address to function.
