Style Sheet Formatting?

Is there a default HTML style sheet that Outlook uses for
incoming HTML?

If so, where is it?

Readability issues are a problem on some recieved HTML
messages.

No, it uses the format that it came in from the sender. You can change the
size though when you open the mail and choose View-> Text Size
