You are not stupid at all. The setting is in a very non-intuitive place:

Open the System applet in Control Panel, choose the Advanced tab, and
click Settings in the Performance section. Turn on the "Use drop
shadows for icon labels" on the desktop option, Apply and OK out.

Appearance Tab - Click Effects.

Brian,
Another quick way to open the System Properties window is to hold down
your Windows FLAG key on the keyboard and tap the PAUSE-BREAK key.
Just a shortcut for your info.

At Control Panel - System - Advanced - Performance click Settings - in
the panel have 'Use drop shadows for icon labels' checked
