Set background color of desktop icon to clear

Hello:

System info: Win XP SP3

Trying to help someone set the background color of desktop icon to clear.
Whenever he changes his desktop background to non XP image, the background
color of icons change to navy blue or grey.

Have tried:

1) Right click my computer > properties > advanced tab > settings under
performance > place checkmark beside "use drop shadows for icon labels the
desktop" > ok. This worked initially but when he changed images, the icons
became colored again

2) Under visual effects in performance options, settings are customized.
Let windows choose what's best doesn't make icons clear

Four things are required for transparent icon backgrounds:

1) System Properties>Advanced>Performance Settings>VisualEffects - check
"use drop shadows for icon labels".
2) Right-click on Desktop ->Arrange Icons by>Lock Web items must be cleared.
3) If you have any web content on your desktop, transparency won't work. To
check for web content: Display Properties>Desktop>Customize Desktop>Web -
make sure all checkboxes are clear.
4) Wallpaper must be an image file, not html.

If you have Items 1-3 set correctly, then I suspect the person is trying to
use an .html file as a background instead of an image (.bmp, .jpg) file.

Thanks. Steps 1 to 3 were all correct. But the icon did not clear and the
image was not an html file. I played around with changing the color of the
icon, went back to web tab in display properties, placed check beside lock
web items and the background color cleared. Strange but thanks for your help

The person changed his desktop background to a different jpg image and the
transparency did not stick. It appears everytime he changes the background
picture, the icons are no longer transparent. I tried all the steps below to
change using my administrator account but the changes aren't sticking. Any
further assistance would be greatly appreciated.

I really can't guess without seeing the computer. What changed between the
time things worked for him and the time they didn't?

The only change was upgrade to XP SP3. I'll keep looking on my end to see if
I can figure something else out

DESKTOP ICON TRANSPARENT BACKGROUND

Instructions:

1. Right-click on the desktop and, under "Arrange Icons By",
uncheck "Lock Web Items on Desktop".

2. Right-click on the desktop and select Properties. Select
the "Desktop" tab. Click the "Customize Desktop..." button.
Select the "Web" tab. Uncheck everything on this page.

3. Right-click the desktop's "My Computer" icon and select
Properties. Select the "Advanced" tab. Under "Performance",
click the "Settings" button. Scroll down and check the
"Use drop shadows for icon labels on the desktop" box.

4. Apply, OK, OK.
