Stupid question about "Open File" dialog

Hello.
I always thought that my 10+ ages developer experience allows me to solve
most problems about my PC. But now I faced a very strange problem and I
cannot find solution neither in Windows Help nor in Google...
Some times ago my "Open file" dialog began to arrange icons on very strange
principle. Now to arrange icons in "Open File" I have to call popup menu and
select "Arrange by name" there. But next time I use open file dialog - the
arrangement returns back to this "strange principle". It is very
uncomfortable for me. How can I set default sorting in "Open File" dialog??

To resolve this behavior, reset the default sort order:
1. Right-click Start, click Explore and then click drive C.
2. On the View menu, click Details.
3. Click the Name column to sort items by name, press and hold down the CTRL
key, and then quit Windows Explorer by clicking Close in the upper-right
corner of the screen.
4. Release the CTRL key.
5. Restart your computer.

NOTE: You must perform these steps exactly as they are listed. For example,
do not quit Windows Explorer by clicking Exit on the File menu.
