"open file" window icon arrangement customizing

When ever opening a file, regardless of how the folder is arranged, the
"open file" window arranges the folders/files/icons by "modified arrangement
by default. I can right click inside the "open file" window and arrange them
by "name", but it always defaults to "modified" arrangement.

I've been trying to find out how to customize/change this for months, and
its very annoying. I would like to set the default to "name" (alphabetical)
arrangement.

Its a bit difficult to explain, so I'll give an example. All programs act
the same, so the program and folders are irrelevant.

Example;
I select "open" in windows media player, to open a song. Now the window that
then appears (Open file window) will show files in a folder to be opened for
me to select one or more. By default it arranges these files inside the
folder by "modified" arrangement, despite the folders arrangement.

If anyone can tell me how to change this, I would be forever grateful. I've
been told there is no way to customize the "open file" arrangement, which
would seem like a giant oversight in my opinion, since an alphabetical
arrangement by default would make so much more sense, and trying to locate a
files in a folder with many files takes forever if you don't arrange the
files by "name".

Thank you VERY much Wesley, you have no idea how long I've been trying to
resolve this issue, and how frustrating it can be.

I used the second method you provided, although I had to do it twice. I
think I messed it up by pressing Ctrl and releasing it, then pressing it and
holding it while closing explorer. Kind of a odd solution, but well worth the
10 seconds it takes to preform.
