stupid popup messages

After installing XP on my computer, I get popup messages,
(advertisements) all the time. I have a cable ISP, and
even when I'm not logged onto the net, the messages still
show up. All the ads have been for popup blocker
services, where you have to pay to get rid of the popups.
One of the sites states that Windows XP includes these
popups in the programming. Any ideas on what to do?

Turn on the firewall built-in to XP.

(Search on "firewall" - without the quotes - in XP help.)

You can also prevent the Windows Messenger service from starting up,
although some claim that would be harmful. (I don't see the harm. It's used
only by network administrators and spammers, neither of which are of
interest on my ISP.)

Hi,

You need to turn of networking on your internet connection. You do this by
either disabling NetBIOS over TCP/IP or turn on the firewall.

To disable the Messenger Service:

Go to Start/Control Panel/Administrative Tools/Services. Double click the
Messenger Service and change Automatic to Disabled, then click the Stop
button.

But all it does is stick a band-aid over the problem, leaving a
