Stuck in selective startup mode. Access denied error.

The System Configuration Utility is set to start in Selective Startup Mode.
When I try to set it to Normal Startup, I receive an access denied error and
you may need to log on using an administrator account to make the specified
changes. I am the administrator and this is the only account setup to log
in. It takes forever for the computer to turn on, and it will not let me
remove any of the programs that I don't need to autoload at startup. Please
help. (Windows XP)

Just curious, but where is the MSCONFIG file located? I tried doing a search
and it came up with several entries.

it's normally in Drive:\Windows\System32 .
