Stuburn XP - Won't lemme change login Icon

Hey, i'm kinda of the computer Tech at a local truck company and a lady
wanted her login icon to be a picture of her dog.. I went in and
changed it but when i logged out it was still the stupid chess thing.
I tried rebooting, changing it from the admin side... everything.. Lol
i'm about to format it.

Has anyone ever ran into this problem before? If so, please tell me
how you were able to overcome it.
