stretching the screen resolution in windows xp

I have a problem when I set my resolution to 800 by 600 or
any lower resolution than its default of 1024 by 786 or
whatever it is. It is a laptop and I know that is the
native resolution but I also know when it is set at a lower
resolution it can be stretched... how is this done?

Rt click on Desktop>Properties>DesktopTab>Position>Stretch

It is different than that though... It is like this.. when
I set it to a lower resolution it just wont stretch... its
not just the desktop either... it does this for games too
considering games are run in 640 by 480... i cannot make it
fit the screen.
