Strange Problem with Printer Folder

I'm experiencing a strange problem where I cannot see any printer icons on
the Printer Folder nor can I "Add Printer" to it.
When the Printer Folder is open, it is a blank page.

Previous connected printers works fine when printing.

This often means the Print Spooler isn't started. Have a look at this

Tried that and it says print spooler service already started.
