strange Outlook 2003 behavior

Hello all,

I have a user who complains about the following situation:

She always keeps Outlook in the Inbox. She doesn't normally have Outlook as
the active program during the day.

When new mail arrives, she sees a typical balloon at the bottom of the
screen, which disappears after a few moments. She then switches to Outlook,
but the Inbox does not show the new message. If she then go into one of the
other Outlook folders, and back into the Inbox, the message is now visible.

Does anyone have any idea as to why this would happen, and how to keep it
from happening?
