Strange NTVDM behaviour

Each time I'm running DOS or Win16 app, the process ntvdm.exe tries to
create some files in <Windows>\TEMP folder, despite both TMP and TEMP are
set to other folder. Why that's happening and is it possible to prevent
it?
 
Hi St,
This is something you are doing in the Command Prompt window or
application running in it or other 16-bit application, rather than ntvdm.exe
which is just managing the process by creating an environment in which to
run.
