Strange cursor problem

I'm using Windows XP Pro SP2 with all updates from
http://windowsupdate.microsoft.com

I'm suffering a recurring problem that often arises. The cursor will
move as normal with the mouse, but neither mouse button works as it
should. Instead, clicking on the mouse forces the program into the
background, as though I've clicked on an empty space in the taskbar.
Also, on the desktop it will refuse to acknowledge that I'm clicking on
a desktop shortcut.

There is one way that seems to solve the problem. If I have programs
open, using Alt/Tab a number of times to jump between programs
eventually shakes the problem off. However, if I have nothing in the
taskbar then I'm well and truly stuffed.

If anyone has a solution to this problem I would be eternally grateful.

Have you tried the following?
Another mouse, make sure it's not hardware.
Reinstalling any special mouse software and or drivers. Also try the native
drivers to see if that works.
Batteries, if the mouse is cordless
The manufacturers website to check on known issues and for new drivers.

It's not the mouse, as this problem also causes the *Windows* key to
become inactive, meaning that I can't get the *Start* menu to come up.
From there, I have no way of restarting the system, and I have to press
the *off* button while I'm still on the desktop.

Well, it could be hardware if its a cordless mouse and keyboard (You haven't
mentioned the brand) and the unit that plugs into ps2 is bad because it runs
both the keyboard and mouse
