strange cd problem

My CD and DVD players work just fine except when I try to
reload a program that is giving me problems. When I try to
do that I cannot get the Startup.exe to activate. The
hourglass comes on for a few seconds but nothing happens.

When you say Startup.exe do you mean the Install .exe file or the
program exe file. If the latter then try
uninstalling and then reinstalling the program.

I am refering to the Setup.exe program on the cd rom disc
that holds the program that I want to load.
