Stops responding on the Welcome screen

The computer runs XP Professional. I only just got it and I don't what (if
any) software is installed on it.
The computer won't start in Safe Mode - it gets to "Mup.sys" then restarts.
If you start it normally or use Last Known Good Configuration, it starts OK
but then stops responding on the Welcome screen. I tried removing all
non-essential hardware, but it still wouldn't start.
How can I get it to start up?

Since you only just got it, you should take it back to
the place where you bought it and have it fixed.

Sorry for the confusion. I didn't actually buy it. It was given to me. I
don't have the installation CD either and the person who gave it to me lost
it.

What you have is the equivalent of a sandwich you picked up
from the gutter. You don't know what it is and where it's been.
It might be riddled with viruses or worse, criminal stuff.
Buy a Windows CD, then re-install Windows from scratch,
allowing the disk to be formatted in the process.
