Stopping unauthorized user's from installing software.

A person using my office pc without authorization is installing new software
that I don't want.
What they do is create a new user account with a fictious name then install
the software.
I have uninstalled and edited the registry to remove this software twice.
Using administrator tools or what ever. How can I stop this?
