Stop them from installing programs

OK I have XP Pro I share a logon with my girlfriend she
keeps installing programs Can i log in under adminetrator
and set somthing up from there to keep her from
downloading and installing programs
 
Internet Explorer / Tools / Security / internet / custom / downloads /
disable
