Stop the WAV

I have a user that doesn't want the WAV notification to remind them when
warned 15 minutes before a meeting. I know you can set to do this at the
time you create the appointment, it will notify you 15 minutes before but
with the "notify wav" unticked no sound.

What I suppose I'm asking is - can this "notify wav" be switch off by
default?

Yep check here Tools > Options > Other > Advanced Options > Reminder Options
