Stop Mouse wheel scrolling to next record

I have built a form that includes a large memo field for free text with a
scroll bar. The problem is that when users try to use the wheel on their
mouse to scroll it changes to the next record (blanking out all of the
fields) I have set the Cycle property to by current reord for tabbing but
that makes no difference)
