Mouse wheel

I have constructed a Form that is larger than the window. When I use the
mouse wheel it advances to the next records, but I want the mouse wheel to
control scrolling down the form.

How do I do that?

I'm not sure about 2007, but in other versions, it can't be done. You can
only turn the wheel on or off.
 
Another, simple option, is to select the form in Design view, Alt+Enter to
get the Properties and scroll down the list.

When you get to Cycle, change the value from "All Records" to "Current
Record".
