stop c000021a continuing

I'm getting

stop: c000021a {fatal system error}
The windows logon process systm process terminated unexpectedly

every time I try to boot.
I've tried:
chkdsk (repeaired some errors)
last known good
safe mode
copying "repair" folder files into "config" then trying safe mode /
lkg

anyone got any other ideas before I snap and do a reinstall?
