"Stop: c0000135" and "winsrv was not found"

I recently installed Service Pack 2, as recommended in Windows Update. After
installing it I found certain programs such as Windows Movie Maker would not
work, so I decided to do System Restore, like suggested to return to Service
Pack 1. But after my computer restarted the following message appears,

"Stop: c0000135 {Unable To Locate Component}
This application has failed to start because winsrv was not found.
Re-installing the application may fix this problem."

and I am not able to do anything. I'm currently using a different computer
to write this,
Please help

I can't get past the error messgae to be able to go to the "Add or Remove
Programs tool in Control Panel." The error message comes up every time I turn
the computer on, after the windows xp load window.

Have you tried booting into Safe Mode?

Note Your computer may restart immediately if it is configured to
automatically restart when a system failure occurs. To turn off this option
so that your computer does not restart, press F8 at startup, use the arrow
keys to select the Disable automatic restart on system failure option, and
then press ENTER.
