Problems with booting up Windows XP

I'm in the midst of trying to deal with a myriad of problems preventing
Windows XP to boot up, but this one is vexing:

Right now, when Windows attempts to boot up, it returns the following error:
STOP: c0000135 {Unable To Locate Component}
This application has failed to start because winsrv was not found.
Re-installing the application may fix this problem.

The only thing I've been able to find on the Knowledge Base has been this:

but I haven't ever installed this "TV Media" thing or whatever it's called.

Try tapping the F8 key on pc startup,select safe mode,enter as administrator.
Install XP cd,exit the menu,open thru my computer,R.click cdrom,open,search
for the file,once found,L.click on it,copy this file,copy to C: windows
folder,xp
should replace or install it auto.

After reading this, I attempted a repair install and now I have a new problem.

If my past experience with full installs are any indication, Setup should
copy a lot of files to the disk with a progress bar with text in a DOS-like
font, then reboot and finish installation on a screen with graphics.

Well, when it attempted the reboot to the screen with graphics, it showed
the Windows XP logo, then cut to a black screen with a mouse cursor, and
stopped doing anything. I shut it down (since for some reason I can't use
CTRL-ALT-DEL when Windows doesn't finish booting), started it back up, and
the same thing happened.

What can I do to get it going again?

Unfortunately, there doesn't seem to be a solution!

So, assuming you had already backed up all your data, you might as well
just perform a clean install:

If not, remove the drive and retrieve your data first!
