Stop automatic send/receive at startup (OL2002)

I seem to be having the opposite problem as most everyone else.

I use OL2002 and I want to stop automatic send/receive on startup. I use
Outlook for a variety of things. Often I only want to quickly check an
appointment or an old email. But I have to wait while it goes through the
send/receive process which can take some time. I want to be able to
send/receive manually. Is there a way to do this?

Just disable Send/Receive.
Tools > Options > Mail Setup > Send/Receive

Hmmm. How?

I have deselected the option to send immediately when connected. That does
not stop it.

I can deselect all my accounts to not include them in send/receive, but then
that does not let me send/receive manually.

I do not see any other option, specifically not a "disable send/receive"
button

It's right in front of you.
Uncheck: "Schedule an automatic Send/Receive every xx minutes"
You would still include the group in Send/Receive so you can poll manually.
