stop access to dinwos settings, etc.

A client would like to stop users from changing settings on their local
machines, they are running Windows XP Home. They are on a peer to peer
network, and the office manager does not want them to be able to change any
settings, or execute any applications that are not their primary
application. She also would like to block certain users from accessing the
Internet. They are going through a Linksys RV042 VNP router. They are
connecting to a server in Florida, and she wants them to only have access to
that program. How can this be done?

Thank you for you help in advance!!

Take away their local admin rights....and look into policies on the local
computers to deny access to all but the required apps. Note that this is a
real pain in a workgroup - much easier on a domain.
