I keep getting the blue screen/error message

"A problem has been detected and windows has been shut down to prevent
damage to your computer.

If this is the first time you've seen this Stop error screen, restart your
computer. If this screen appears again, follow these steps:

Run a system diagnostic utility supplied by your hardware manufacturer. In
particular, run a memory check, and check for faulty or mismatched memory.
Try changing video adapters.

Disable or remove any newly installed hardware and drivers. Disable or
remove any newly installed softward. If you need to use Safe Mode to remove
or disable components, restart your computer, press F8 to select Advanced
Startup Options and then select Safe Mode.

Whenever I go to restart the computer this come up before I can even access
my operating system. I was wondering if anyone could advise me on what to do.

Have recent hardware or software changes / upgrades been done? particularly hardware changes ?

If your RAM memory is indeed bad (or even if you have some pc overheating), that can very likely be the cause for problems.
MEMTEST86 is a memory test utility & is free.
See http://www.memtest86.com/

I would recommend you download it from a "reliable" pc --- not this one. And do the setup and the diskette on the good system.
Only then take the diskette to the "problem" pc. And run it to check your pc's RAM.
