I would press Ctrl-Alt-Delete simultaneously and go to the
Process tab, click the CPU button twice and look at which
processes, other than System Idle Process, are consuming
lots of CPU cycles. Anything consistently using more than
about 10% is suspect - possible malware or spyware.

I used to suffer from sticky mouse and tried going into the
control panel and speeding it up , which UNFORTUNATELY did not solve this
problem. Then by chance I decided to un-check the Enhanced Pointer Precision
box in the Pointer options tab in the mouse controls. I hope this works for
you as it did me...I used to think my PC was not up to sratch. Yours
