sticky mouse ps2

I've observed a sticky mouse ps2 on several different computers in XP.

Also I've noted that a different mice was used as well.

I mean, before use of mice I have to move it a little because 'sticks'
to wallpaper etc for 1 second or even 2.

Annoying.

Any idea what is causing it?

1. Dirty mice?
2. Dirty/incompatible mousing surface for optical mice?
3. Not mouse-related at all but virus/malware taking up system
resources?

It's some background app you set to run 24/7. Maybe spyware or other.
